Council Bluffs and other communities in Pottawattamie County are participants in the Home Base Iowa Initiative. This initiative not only offers such Veteran benefits as 100% state income tax exemptions on military pensions, Permissive Veteran preference in employment, and automatic in-state tuition for qualified veterans, their spouses, and children; this initiative also provides great housing benefits for the most deserving - our Veterans.
These homeowner benefits include a $5,000 Grant to service members in the State of Iowa. There is also a substantial property tax exemption. This benefit reduces a veteran’s assessed home value for property tax purposes by $1,852
